The National Directorate for Oversight, Payroll Preparation, and Workforce Management of Teachers and Administrative Staff in Educational Institutions (DINACOPE) hereby informs the public, and particularly teachers, that payroll processing has officially begun for the month of February 2026.
To this end, the Acting National Director and Head of Service reports that this process follows rigorous and methodical payroll preparation work, carried out with professionalism and without compromise, to ensure that every teacher receives their full salary.
DINACOPE reassures all teachers on the state payroll that payroll operations cover all beneficiaries throughout the entire national territory, including those in areas under occupation. This approach is in line with the vision of His Excellency the President of the Republic, Head of State, aimed at preserving national cohesion and demonstrating the Government’s solidarity with our compatriots living in the eastern part of the country.
Furthermore, as part of the internal audit of the DINACOPE payroll, initiated by Her Excellency the Minister of State, Minister of National Education and New Citizenship, significant progress has already been made. As a result, new primary school teachers, now included on the payroll, will receive their full free education allowance.
Similarly, it should be noted that more than 1,225 teachers in the Kinshasa Lukunga educational province, who had been underpaid for several months, have had their rights restored. They will now receive full payment of their free education allowance.
This initiative, aimed at promoting transparency, pay equity, and good governance in the management of teachers’ payroll, will be progressively rolled out across all sixty educational provinces as the internal audit of the payroll database progresses.
Through this initiative, DINACOPE reaffirms its determination to ensure transparent and equitable management of teachers’ payroll, while ensuring that the actions of its staff and managers involved in payroll preparation remain guided by the principles of rigor, integrity, and accountability.
