“I am particularly pleased with how you have managed to turn challenges into concrete recommendations that serve as a genuine roadmap for the 2025–2026 school year,” the minister stated.These recommendations align with the 2024-2029 five-year plan and, according to her, reflect a relevant collective vision, driven by the vision of President Félix Tshisekedi, who makes education a central pillar of the country’s reconstruction. The 2025 Annual Performance Review (APR) served as a framework for taking stock of the past year, identifying major challenges, and proposing avenues for improvement. For stakeholders, the task now is to translate these commitments into concrete actions on the ground. The RAP aligns with the first guiding principle of the five-year plan, which emphasizes the importance of dialogue with stakeholders. This principle underscores that dialogue with stakeholders forms the foundation of all planned actions. The Ministry is committed to maintaining an inclusive consultative process that takes into account the voices and needs of all stakeholders in the education sector, including students, teachers, parents, local communities, civil society organizations, and technical and financial partners. This ongoing dialogue will ensure that decisions made are representative, legitimate, and supported by all stakeholders.
