The Ministry of Primary, Secondary, and Technical Education (EPST) is not involved in the distribution of the class journal and communication notebook, which includes and is linked to the oaths of civic and patriotic commitment produced by the NGO Académie Législative. This clarification comes from its coordinator, Henry Mwanga. He made the statement on Monday, August 21, 2023, during a press briefing held in Kinshasa. “The introduction of this new educational resource in no way reflects the pursuit of any financial gain, but rather a commitment to contributing to the improvement of the quality of education in the Congolese educational system, as well as the promotion of new citizenship and a shift in attitudes,” stated Mwanga Mpanga Henry. The NGO clarifies that it has received accreditation as an educational partner of the Ministry of EPST, but denies any involvement by the ministry in its marketing or that its purchase is mandatory for parents or schools. Consequently, this NGO condemns the attacks on social media against the EPST authorities. “The Legislative Academy warns any non-governmental organization or other individuals seeking to gain a foothold who might attempt to undermine the reputation of educational authorities under the pretext that they are involved in the marketing of this new educational resource,” continued Mwanga Mpanga Henry. The NGO Legislative Academy also warns anyone who attempts “to distribute or sell this class journal without the author’s permission.” It should be recalled that in his circular dated August 4 regarding practical arrangements for the start of the 2023–2024 school year, Minister Tony Mwaba Kazadi emphasized parents’ freedom to purchase school supplies, uniforms, and physical education attire at the market of their choice.
