The principal in question was caught red-handed charging parents 12,000 FC as administrative fees per quarter, even though the decree issued by the governor of Haut-Katanga officially set these fees at 6,500 FC for the primary level. On the spot, Provincial Director Joseph Mwinkeu Tshiend reprimanded the school principal for this act, which violates the provincial governor’s directive. He promised severe sanctions against those who violate official decisions.
“Our presence here with you is a final warning. Next time, we will not come, but we will take very severe measures against you. Refund everything you have collected in violation of the governor’s decree. To the parents of students, always demand to see the decree setting this year’s school fees before paying any money for your children,” he said.
For his part, the Chief Provincial Inspector of Haut-Katanga 1, Nicolas Nyange, urged parents to work closely with the provincial EPST authorities to report any instances of misconduct in schools.
The goal of this initiative is to ensure compliance with official instructions on the ground—a new drive launched by Minister Tony Mwaba Kazadi to track down school administrators who are still engaged in corrupt practices. The provincial authorities of Haut-Katanga 1 are determined to continue relentlessly with this policy of community-based management.
