Appointed Inspector General of National Education and New Citizenship by ministerial decree on January 28, 2026, Hubert Kimbonza was officially sworn in on Thursday, February 5, 2026. The ceremony, presided over by the Inspector General of Public Administration (IGAP), took place in a festive atmosphere at the Ministry’s printing office, marking a key milestone in the overall appointment of secretaries-general and several inspectors of the Public Administration.

 

A Renewed Commitment to Congolese Education

Before an audience of officials—including the Secretary General of National Education and the Chief of Staff to Minister of State Raïssa Malu—Hubert Kimbonza expressed his gratitude to his superiors.

For the Chief Inspector General, attaining the same rank as the Secretary General is not merely a personal promotion, but a call to serve the state with greater rigor.

“This elevation commits us to redoubling our efforts and loyalty. I make a solemn pledge to work in strict compliance with the legal standards governing our administration,” he stated. In line with the vision of modernization championed by the Head of State and the Minister of State, Hubert Kimbonza has placed professional ethics at the heart of his new mandate.

 

Collaboration and Administrative Challenges

Aware of the expectations, the Inspector General urged his teams to foster a results-oriented spirit of collaboration. He also reached out to educational partners, promising rigorous enforcement of the 2014 Framework Law on National Education to consolidate the sector’s achievements.

On the institutional front, Hubert Kimbonza emphasized his commitment to working closely with the Secretary General of National Education, the guardian of standards, to ensure comprehensive oversight of the ministry’s operations.

Although he retains his position as Head of the Inspectorate, Hubert Kimbonza now holds the rank of Secretary General. As such, he enjoys all the benefits associated with this top-level position in the public administration, in accordance with the 1991 Ordinance governing the corps of inspectors.
