Interpellation of Tony Mwaba at the National Assembly: ANAPECO reframes MP Willy Bolio

The National Association of Parents of Schoolchildren and Students of the Democratic Republic of the Congo (ANAPECO) has denounced the so-called “false” statements made by FCC National Assembly member Willy Bolio regarding the organization of an alleged second session for the 2023 State Exam. In a statement issued on Monday, October 16, David Steve Diatezwa, the organization’s national president, condemned National Assembly member Willy Bolio’s attempt to discredit the State Examination, noting that Bolio also serves as ANAPECO’s first vice president. “ “In my capacity as National President of ANAPECO and member of the National State Examination Board, I wish to reaffirm that there has been no second session of the 2023 State Examination, nor has there ever been one since the creation of the State Examination institution in 1967 to the present day,” stated the ANAPECO president. David Steve Diatezwa reiterates in the same document that only the Congolese state has the prerogative to organize the State Exam in accordance with the country’s laws, and that ANAPECO “has no authority to oppose the law,” he said. Regarding the interpellation initiated against Tony Mwaba, Minister of Primary, Secondary, and Technical Education (EPST), by Deputy Willy Bolio on behalf of ANAPECO, David Steve Diatezwa notes that the organization he leads “has no authority to interfere in a normal procedure undertaken by a National Deputy.” However, he raises concerns about the standing of the person initiating this action, which does not fall within ANAPECO’s purview. “No one is authorized to act on behalf of ANAPECO without the approval of the association’s governing bodies, led by the National President and Legal Representative. “These functions are currently exercised by Diatezwa Mpongi David Steve,” he specified. In the same document, ANAPECO opposes the tribalist remarks recently made in the press by MP Willy Bolio against President Félix Tshisekedi and Minister Tony Mwaba. “ANAPECO is a non-political, secular parents’ association, not beholden to political leaders, political parties, or religious or philosophical organizations,” David Steve Diatezwa reiterated. As a reminder, this MP submitted a parliamentary question to the National Assembly to question the Minister of EPST regarding an alleged double publication of the EXETAT.
