Kasaï 1: COGES school principals and teachers trained in the management of operating costs
The Project for Equity and Strengthening of the Education System (Perse) is continuing its series of training sessions in the educational provinces, focusing in particular on the management of school operating costs, the complaint management mechanism (CMM), hygiene, environmental management, health, safety, and civic engagement.
This training took place from August 29 to September 2, 2023, in the Kasai 1 educational province, specifically in the sub-districts of Tshikapa 1, Tshikapa 2, and Kanzala. It involved principals and teachers who are members of the Management Committee (Coges) of public primary schools, as well as members of the Complaint Management Mechanism (MGP).
In the Tshikapa 1 subdivision, in Tshikapa Kele, Hubert Mudimbi Kabangu from the planning office expressed his hope that the trainees would put into practice everything they had learned. “I am satisfied with the conclusion of this training provided by the Perse team. Our trainees are now equipped to effectively manage complaints, operating costs, and other matters,” he stated;

The same expectations were expressed in the Kanzala subdistrict, in Tshikapa Center, where Deputy Proved Jean Bakandimuna Shambuyi expressed confidence in the impact of this training on the school operating cost management system. “If managed properly, the operating costs that the government is making an effort to increase will help sustain and consolidate free primary education,” he explained.
Proper management of operating costs also depends on establishing a budget line in advance, noted Sylvain Kambamba, head of administration and finance in the Tshikapa 2 subdistrict, in Tshikapa Dibumba. Added to this is the entire budget management process, notably “the preparation of a report following the expenditure of operating costs.”
It should be noted that the development, implementation, and management of a fair operating cost program are part of the reforms that Perse supports to promote free primary education.
