Kasaï: Collection of material organization fees during exams banned

The provincial minister in charge of National Education and New Citizenship (EDU-NC), Frédéric Piema, has issued a circular to school principals in Kasaï prohibiting the collection of so-called “logistical” fees during exams. This decision follows numerous complaints received from parents regarding requests for illegal fees, in violation of current regulations. In this circular, Provincial Minister Frédéric Piema Malengu states that he referred to the letter dated July 2, 2024, from the Minister of State, Minister of National Education and New Citizenship, regarding guidelines on school fees for the 2024–2025 academic year.
“Nowhere is there any authorization to collect so-called ‘logistical fees’ during exams... The collection of logistical fees is strictly prohibited. To this end, any school principal who engages in the collection of these fees in violation of established principles will face the full force of the law,” warned Provincial Minister Frédéric Piema.
Furthermore, he reinforced the ban on these fees through a recommendation by the Council of Ministers on February 6, 2025, aimed at reforming the framework for school exams. Accordingly, the Provincial Directors of National Education, as well as the Chief Provincial Inspectors of the Kasaï 1 and 2 educational provinces, have been tasked with ensuring the strict enforcement of this directive and its widespread dissemination within schools.
