The customary weekly meeting of staff at the Kongo Central 2 Educational Province Office provided an opportunity for Provincial Director Jean Tshisekedi Kabasele to place special emphasis on the Administrative Regulations concerning workplace discipline. On Monday, May 29, the provincial director elaborated on the attitudes that staff members must adopt to perform their duties in strict compliance with Law No. 81-067 of May 17, 1981, concerning administrative regulations on discipline. In explaining this law—which, incidentally, has already been made available to provincial directorate staff since last year—Provincial Director Jean Tshisekedi took it upon himself to discuss it with the staff as part of an educational effort. "Career civil servants in the state public service must be at their workstations by 7:30 a.m. Any employee who arrives between 7:30 a.m. and 9:00 a.m. is considered late. Anyone arriving after 9:00 a.m. is considered absent. For special services under their authority, State Commissioners may set different working hours if necessary for the proper functioning of these services." This is stated in a paragraph of the aforementioned section explained by Provincial Director Jean Tshisekedi. It should be noted that a total of four sections of this law of May 17, 1981, were elaborated upon at the conclusion of this meeting.
