In accordance with the 2023–2024 school calendar, the Annual Performance Review (APR) at the provincial level began on Monday, August 5, 2024, throughout the Democratic Republic of the Congo.

In the Haut-Katanga educational province, led by Director Joseph Mwinkeu Tshiend, the provincial Minister of National Education, Georges Kadinga Mulundule, officially launched the proceedings on behalf of the governor of Haut-Katanga province.

This took place during a grand opening ceremony attended by members of the provincial education committee, members of sub-provincial committees, approximately one hundred representatives from various organizations operating in the education sector, and technical and financial partners.

In his remarks outlining the objectives of the Annual Performance Review, Director Joseph Mwinkeu Tshiend noted that, with the necessary resources, skills, and determination, it is possible to build an effective, inclusive, and equitable education system despite the many challenges facing the education subsector.

"Your Excellency, ladies and gentlemen...please know that your dedication, expertise, and passion for education are invaluable assets to the success of our joint efforts, and I encourage you to actively participate in the work of this latest Annual Performance Review because it is together that we will be able to develop innovative solutions, effective strategies, and concrete action plans to improve the quality of education in our province, "he stated in his speech.

Taking this opportunity, Superintendent Joseph Mwinkeu Tshiend warmly thanked the Head of State for selecting Her Excellency the Minister of State, Minister of National Education and New Citizenship, Raïssa Malu Dinanga. For him, this choice embodies the guarantee of a promising future for the national education and new citizenship sub-sector.

The Annual Performance Review, now in its 49th edition, aims to evaluate the sub-sector’s performance by school year, update the school map, monitor and evaluate the implementation of reforms, and validate the operational action plan.

On the first day, there were presentations of the activity reports from educational partners, the annual reports from SERNIE and DINACOPE, an overview of trends in relevant indicators, and the evaluation report on the 2023 operational action plan.

Participants also worked in four thematic groups focusing on access, quality, and governance, as well as education in emergency situations.

This conference, held under the theme "Improving the Quality of Education to Stimulate Socio-Economic Development," is funded by Enabel, a Belgian development agency, through its Edubase project.
