SERNAFOR Préscolaire and ANEPAC/CDT strengthen their collaboration to train private sector teachers

On February 18, 2026, in Kinshasa, Michel Otto, Deputy Inspector General (IGA) of the National Preschool Training Service (SERNAFOR), received a delegation from the National Association of Accredited Private Teachers (ANEPAC/CDT) as part of a working session focused on strengthening continuing education for teachers in the accredited private sector.

 

This meeting is part of the effort to structure and professionalize educational stakeholders. ANEPAC/CDT, an organization working to provide training, advocate for the interests of, and supervise teachers and school administrators in private schools in the Democratic Republic of the Congo, came to seek technical guidance from SERNAFOR Preschool in order to improve the organization of its activities.

 

In his remarks, Michel Otto emphasized the strategic importance of education starting in the preschool years. 

 

“To successfully carry out your initiative, you must understand that a teacher’s career begins in preschool… statistics show that only 12% of teachers in the teaching workforce are qualified. Your organization must therefore be capable of receiving and providing training to improve the quality of education in the DRC,” he stated.

 

The IGA recommended the regular organization of training sessions in close collaboration with the relevant departments of the Ministry of National Education, with a view to ensuring consistent pedagogical guidance for teachers in preschool, primary, and secondary schools. It also emphasized the need for a constructive partnership with the operators of private schools.

 

For his part, the president of ANEPAC/CDT expressed concern about the low participation of some teachers in training initiatives, lamenting a tendency to prioritize financial considerations at the expense of strengthening professional skills.

 

Reaffirming that continuing education is a pillar of Sernafor’s work, Michel Otto encouraged the union to maintain dialogue with school administrators to promote greater adoption of training programs.

 

At the end of the session, the IGA of Sernafor Maternel presented the delegation with a compendium of preschool education standards in the DRC, intended for wide distribution. This document aims to support the adoption of pedagogical standards, with a particular emphasis on certain priority standards for improving the quality of education.
