Social security: CNSSAP launches registration operation for retired teachers

    In a press release issued on March 15, 2023, the National Social Security Fund for Public Servants (CNSSAP) announced the start of coverage for Congolese teachers under the jurisdiction of the Ministry of Primary, Secondary, and Technical Education (EPST). This was done through a call for widespread participation in the registration process. This requires the submission of a few administrative documents, including civil registration records. The first benefit payments for the new categories could be made in April, barring any major incidents, according to the CNSSAP.   On the part of the State, the CNSSAP’s main partner, every effort is being made to begin deducting contributions to be paid to the National Fund in order to ensure the long-term sustainability of this coverage for current and future beneficiaries, Deputy Prime Minister and Minister of the Civil Service Jean-Pierre Lihau recently assured.   It should be noted that this launch is part of the implementation of Law No. 22/031 of July 15, 2022, establishing a special social security regime in the Democratic Republic of the Congo, promulgated by the President of the Republic.   In fact, prior to the enactment of the aforementioned law, only career civil servants in the state public service, governed by Law No. 16/013 of July 15, 2016, on the status of career civil servants in the state public service, were subject to the CNSSAP.   Other public servants covered by the specific scheme, such as teachers, doctors, police officers, military personnel, and magistrates, were not yet entitled to the humane retirement benefits provided by the CNSSAP’s premium service.   In mid-December of last year, CNSSAP Director General Junior Mata was received for this purpose by Professor Tony Mwaba Kazadi, Minister of EPST.   Following this meeting at the ministry’s office, a working session was held between experts and technical staff from the EPST and the CNSSAP to agree on the practical details of the contributory system now in effect, with the aim of ensuring that retirees are simultaneously covered by the CNSSAP.   Also present at this working session were the president of the EPST Inter-Union Committee, the secretary general of SYECO, the rapporteur of the EPST Inter-Union Committee’s executive board, the national coordinator of the CRE-EPST (EPST Teachers’ Pension Fund), the head of DINACOPE, the Secretary General of the EPST, the Director and Head of the Pension and Annuity Department at the EPST General Secretariat, as well as members of the Office of the Minister of the EPST.
