Streamlining the Education System: A Gradual Reform for More Effective Management and Quality Education.

The Ministry of National Education and New Citizenship informs the public, as well as the entire school community, of the official launch of the reform to streamline the education system, in accordance with the Government Action Program (PAG 2024–2028).

This reform, supported by the PERSE project with assistance from the World Bank, aims to strengthen the effectiveness, efficiency, and transparency of local-level management in education, ensuring that each administrative unit addresses a real need and is equipped with the appropriate resources to carry out its missions.

More specifically, the reform aims to optimize available human and financial resources to improve services provided to schools and teachers; to strengthen the socio-professional conditions of staff identified within recognized structures; and to actively involve communities in any process of establishing new schools. With this in mind, a phased process will be implemented over the next three years, in collaboration with the educational provinces and technical partners. This process will include the establishment of rigorous standards, criteria, and procedures for the creation of any public educational institution or administrative office, as well as the revision of the organizational frameworks of administrative services at various levels of the system, drawing on lessons learned from studies and experiments conducted over the past decade. Starting in 2026, administrative offices identified as non-compliant will be gradually closed. No outright layoffs will be considered: affected staff will be redeployed under supervision, primarily to budget positions vacated by the retirement of eligible employees. The Ministry invites all stakeholders—educational actors, technical partners, unions, parents, and communities—to support this reform in a constructive spirit, in compliance with current regulations, and with the shared goal of a more equitable, effective, and sustainable education system.
