Under the banner of excellence and administrative reform, Raïssa Malu, Minister of State and Minister of National Education and New Citizenship, officially launched the capacity-building workshop for Provincial Directors (PROVED) on Tuesday, April 7, 2026.

 

Organized by the General Secretariat for Education in the Maarif Hall of the Turkish School (Kinshasa/Gombe), this three-day session brings together senior officials from the 60 educational provinces of the Democratic Republic of the Congo.

 

A Vision Rooted in the Five-Year Plan

 

At the outset of her address, the Minister of State outlined the strategic framework of this initiative. She emphasized that “this meeting is directly aligned with the vision of the 2024–2029 Five-Year Plan, whose ambition is to make our education system a model of excellence.”

 

Continuing her analysis of national challenges, Raïssa Malu highlighted the importance of synergy between political vision and administrative implementation:


“Education plays a strategic role in our nation’s development, as outlined in the vision of the Head of State, His Excellency Félix-Antoine Tshisekedi Tshilombo.

 

To realize this ambition, the Minister of National Education emphasized, “we must absolutely consolidate our administrative governance, in accordance with Axis 3 of our Strategic Plan.”

 

Call for a Break with the Past and “New Citizenship”

 

Speaking to provincial administrators, the Minister stressed the need for a profound shift in mindset. She urged participants to embody this change: “This requires a complete break from inertia on your part and a rigorous commitment to the values of New Citizenship, as embodied in particular by the Citizen’s Oath.”

 

Turning then to the technical challenges associated with decentralization, the Minister of State outlined the government’s expectations regarding the smooth functioning of processes:

 

* Clarification of responsibilities: Define the role of each actor in the decision-making chain.

* Enhanced coordination: Ensure effective liaison between the central administration and provincial entities.

* Emergency management: Optimize the monitoring of teacher payroll and career management.

 

A Commitment to the Public Interest

 

In conclusion, Raïssa Malu reminded the PROVEDs of the magnitude of their responsibility toward the nation. She emphasized, in essence, that the system’s effectiveness depends on their integrity: “Your commitment to working with clarity and a sense of the public interest is what the Republic expects of you.”

 

This workshop, which will conclude on April 9, marks a decisive step in the modernization of the administrative infrastructure of the Congolese education sector.
