Covering the costs of certification tests in North and South Kivu: 2/3 already paid by the Treasury

Jean-Pierre Kezamudru Musisiri, Deputy Minister of National Education and New Citizenship, presented the briefing note from Minister of State Raïssa Malu—who was on an official mission abroad—at the 44th meeting of the Council of Ministers on Friday, May 23, 2025. 

According to the briefing note, the Treasury has already disbursed two-thirds of the funds required for final-year students in North and South Kivu provinces to participate in the national certification exams. Two-thirds of the required funds have been allocated, with the assurance that the remaining funding will be made available shortly, in accordance with the directives of the President of the Republic. This funding benefits a total of 718,558 final-year candidates taking the certification exams. This reflects the Government’s commitment to guaranteeing the right to education, even in areas affected by armed conflict. The exams for which the costs are covered include: - National Primary School Leaving Exam (ENAFEP) - National Selection and Academic Guidance Test (TENASOSP) - Exams for the State Examination, for both the regular and special sessions, 2025 edition. In 2024, the Congolese government decided to fully cover the costs of participation in certification exams for students in North Kivu. This initiative aims to ensure equal access to national exams, regardless of the geographical and security conditions of the children concerned. This action underscores the importance the Congolese government places on education in difficult contexts, and its role in protecting children’s rights to education and fair assessment.
