A new organizational framework for the Permanent Secretariat of the National Commission for UNESCO

On Tuesday, October 21, 2025, Deputy Prime Minister in charge of the Civil Service, Jean-Pierre Lihau, and Deputy Minister of National Education, Théodore Kazadi, approved the new organizational structure of the Permanent Secretariat of the National Commission for UNESCO. This reference document establishes a staff complement of 988 employees and is accompanied by a 764-page job and competency framework designed to strengthen the rational management of human resources. It serves as an essential tool for workforce management, transparency, and the modernization of public administration. This reform is in line with the vision of the Head of State, who advocates for an efficient and results-oriented administration. It marks a major step forward in the modernization of the education and culture sector, with a view to better alignment with the international standards promoted by UNESCO. Thierry Mbebangu
