DRC: Sixty provincial directors strengthened in results-based administrative management skills

The Minister of State, Minister of National Education and New Citizenship, Ms. Raïssa Malu, presided over the closing ceremony of the capacity-building workshop for sixty provincial directors of the education subsector on Thursday, April 9, 2026, in Kinshasa. This initiative is part of the reforms undertaken to modernize the education administration in the Democratic Republic of the Congo.

 

Held from Tuesday, April 7, to Thursday, April 9, the workshop’s primary objective was to strengthen provincial officials’ administrative management skills, with a particular focus on efficiency, performance, and achieving results.

 

 Over the course of three days, participants took part in modules on contemporary approaches to governance, planning, and the management of educational services.

 

At the center of the discussions were the Ministry’s new strategic directions, in line with the 2024–2029 Five-Year Plan. Discussions focused notably on planning, monitoring and evaluation, the use of emerging technologies, and performance-based management within the national education system.

 

The Minister of State emphasized that “the recommendations resulting from this work must now serve as the roadmap for all PROVEDs, with a view to ensuring the modernization of administrative governance and the increased use of digital tools.” 

 

She also emphasized the importance of producing and utilizing reliable data, regularly distributing school report cards, and integrating issues related to climate and security crises into the implementation of the education and training strategy in emergency situations.

 

In closing the meeting, Minister of State Raïssa Malu urged participants to demonstrate leadership, rigor, and commitment in carrying out their responsibilities, in order to contribute effectively to improving the quality of the education system in the DRC.

 

On behalf of his peers, the Provincial Director of Education for Kwilu 2, Mr. Jean-Pierre Yoy, commended the leadership of the Minister of State and reaffirmed the commitment of provincial directors to apply the skills acquired during this meeting in their respective jurisdictions.

 

The participants made several recommendations aimed at strengthening administrative efficiency, including:

 

- the retirement of eligible staff;

 

- the formalization and budgeting of new units and staff not yet covered;

 

- harmonizing the operating costs of provincial services. 

 

These efforts fall under the second guiding principle of the Ministry’s Five-Year Plan, dedicated to strengthening the administration. This principle highlights the importance of a robust administrative system for the efficient implementation of educational reforms. Strengthening the administration aims, in particular, to increase the institutional capacity of the Ministry and its decentralized structures to ensure better coordination, rigorous monitoring, and continuous evaluation of educational initiatives. 

 

It also involves streamlining procedures, developing staff competencies, and improving resource management mechanisms.
