DRC: validation of the updated decree organizing the State Examination

The National Committee for the Organization of the State Examination in the Democratic Republic of the Congo has approved the updated decree governing the administration of these certification exams. This took place during a meeting chaired on Saturday, May 24, at Shaumba High School in Kinshasa by Jean-Pierre Kezamudru, Deputy Minister of National Education and New Citizenship. This is a ministerial decree that was originally drafted in 1968, amended in 2004, and then again in 2017. The latest amendment includes transitional measures regarding the organization of the State Examination in the DRC and affects Articles 47, 54, and 79. Hubert Kimbonza, Inspector General of National Education, who welcomed the approval of this decree, noted that among the new provisions are the inclusion of honorary inspectors in the organization of exams to leverage their experience, as well as the renaming of certain concepts, such as EPST to EDUC-NC and SECOPE to DINACOPE. For his part, the Deputy Minister of National Education, Jean-Pierre Kezamudru, highlighted the significance of this National Committee meeting, which involved analyzing the strengths and weaknesses of the ministerial decree, leading to its update and approval.
“I am satisfied with this smooth conclusion, as the purpose of these sessions was to produce a well-executed and finalized product. This meeting is held every year before the state exam takes place, but this one had a unique feature that allowed us to analyze the strengths and weaknesses of the ministerial decree, in order to outline how the work will be carried out, under the direction of the Deputy Minister, with the aim of achieving the objectives pursued by the Ministry of National Education,” he stated.
It should be noted that this updated document will enable each official to understand their responsibilities for organizing the state exam across the various education subsectors. This work was carried out on the instructions of Minister of State Raïssa Malu with a view to achieving the objectives set out in the 2024–2029 five-year plan, and was led by the Deputy Minister.
