A decisive step has just been taken toward modernizing education in the Democratic Republic of the Congo. The Ministry of National Education and New Citizenship (MINEDUC-NC) and the Universal Service Development Fund (FDSU) have formalized their partnership by signing a strategic memorandum of understanding.
A Boost for the 2024–2029 Five-Year Plan
This partnership is directly aligned with the vision of the 2024-2029 Five-Year Plan. The government places digital transformation at the heart of its education policy, with clear priorities:
* The deployment of robust technological infrastructure.
* Equipping schools with digital technology.
* The development of innovative educational platforms.
* Strengthening the digital skills of teachers and administrative staff.
The 5 pillars of the agreement
The memorandum of understanding defines a specific framework for action to build an integrated educational ecosystem:
Comprehensive interconnection: Connecting the central administration, provinces, administrative offices, and schools.
System interoperability: Creating platforms that enable secure and harmonized data exchange.
Institutional governance: Improving coordination through a unified flow of information.
Data reliability: Ensuring full traceability of academic and administrative records.
Modernization of governance: Digitize the sector’s day-to-day management for greater efficiency. The goal is to bridge the digital divide and expand access to information technology across the entire country, including in rural areas.
The FDSU, the driving force behind digital inclusion
Under the leadership of Mr. Binene-A-Kadia Paterne, the FDSU provides its indispensable technical expertise. As a public institution, its mission is to digitally connect peri-urban and rural regions. Through this agreement, the FDSU commits to making communication tools available to every Congolese student, regardless of their geographic location.
This convergence of education and technology marks the birth of a more transparent, more connected, and resolutely forward-looking school administration.
