Education Sector Partnership Framework: stakeholders in ordinary session of the Sector Consultative Committee to validate mid-term review tools

The second quarterly meeting of the Sectoral Consultation Committee (SCC) of the Education Sector Partnership Framework (ESPF) took place on Friday, August 22, in Kinshasa, in the Suzanne Muk Room of the Sultani Hotel. Nearly 60 participants from the ministries responsible for education (EDU-NC, ESU, FP, ASAHSN), civil society organizations, trade unions, religious groups, and education partners took part in the proceedings. The main objectives of the meeting were to review and approve the tools for the mid-term review of the Partnership Pact for Strengthening the Capacity of the Education System (SCG); to analyze and validate the concept note on project financing; and to take stock of the evaluation of the 2016–2025 Sector Strategy and prepare for the development of the new strategy.
“ (...) And if we move forward together, hand in hand, to progress slowly but surely toward consolidating the Congolese education system in its noble mission of preparing the future of this country—because the future is first and foremost human capital, and when human capital is well-trained, the future will be reassuring, and everything will thus be prepared for the happiness of this beautiful country that belongs to us all ,” said Alexis Yoka, Acting Secretary General of National Education and New Citizenship, who launched the proceedings.
He also noted that this meeting is part of the implementation of the 2016–2025 Sectoral Strategy for Education and Training, developed based on the Framework Law on National Education and the Education Policy Statement. This strategy defines the priority areas, the five main objectives, and the strategic reforms to be undertaken to transform and develop the entire national education system in a coherent manner. The Sectoral Consultation Committee (SCC) meets in regular session four times a year, or once per quarter. It is co-chaired by the Secretary General of the ministry responsible for primary, secondary, and technical education, as well as by the lead representative of the technical and financial partners in the education and training sector.
