On Monday, August 11, 2025, Georges Kadinga Mulundule, the Provincial Minister of National Education and New Citizenship for Haut-Katanga, launched the 50th edition of the 2024–2025 Annual Performance Review (RAP) in the Haut-Katanga 1 educational province, under the theme: “Governance, Quality, and Citizenship: Transforming Schools to Build a Resilient and Inclusive DRC.” The Codilu Hall served as the venue for the launch of this conference, which brought together education stakeholders. The objective was to evaluate and reflect on the progress, challenges, and prospects of the education system in this educational province. In his speech, the Provincial Director of Education, Professor Joseph Mwinkeu Tshiend, called on participants to commit to working in alignment with the vision of the Ministry of National Education and New Citizenship.
“May this review serve as an opportunity to reaffirm our collective pledge: to provide every Congolese child with a strong, inclusive school, rooted in our country’s values, and capable of elevating the DRC among nations that respect one another. This conference, first held in 1975, is much more than an administrative ritual; it constitutes the high council of our educational republic, the arena where ideas are debated, alliances are forged, and the educational frameworks of tomorrow are shaped,” he declared.
In addition to evaluating the performance of the past school year, participants will develop an updated school map and plan activities for the 2025–2026 school year, with an emphasis on quality, equity, and good governance. The provincial minister of education, Georges Kadinga Mulundule, who opened the proceedings on behalf of the acting provincial governor, emphasized that every participant’s contribution, however modest, is essential to achieving the set objectives.
“This year’s theme is not just a slogan. It is a compass. It must guide every decision we make, every choice we take, to sustainably improve our school system,” he urged.
On the first day, participants attended a series of presentations, notably by technical and financial partners, including UNICEF, APEFE, Enabel, and CNSAP. Presentations were also given by the National Student Identification Service, DINACOPE, and the provincial director on the Operational Action Plan. Willy Kambulu
