The Secretary General for National Education and New Citizenship, Juvénal Sanga Kaubo, held a working session on Saturday, February 28, 2026, in Lubumbashi with senior officials from the Haut-Katanga 1 educational province. This introductory meeting, organized by Provincial Director Joseph Mwinkeu Tshiend, is part of the effort to strengthen administrative governance advocated by the Ministry of National Education and New Citizenship.
Transiting through Lubumbashi from Kinshasa and en route to Kalemie, where he is scheduled to participate in activities related to the celebration of African Food Day, the Secretary General took advantage of this brief stopover to meet with provincial officials from the National Education and New Citizenship sub-sector. This initiative reflects the Ministry’s commitment to strengthening ties with decentralized services and ensuring the harmonized implementation of educational policies throughout the country.
During this meeting, the Secretary-General presented the guiding principles that will shape the administrative work of the National Education and New Citizenship sub-sector. He particularly emphasized:
- administrative unity and harmony, to strengthen cohesion among the various departments;
- ongoing consultation, as the primary framework for dialogue among stakeholders in the education system;
- a results-oriented culture, aimed at ensuring that administrative action is guided by a focus on efficiency and tangible impact on the ground.
According to the Secretary General, the success of the reforms undertaken by the Government depends on close collaboration between the central administration and provincial departments, in a spirit of shared responsibility and public service.
The Provincial Director of National Education for Haut-Katanga 1, Joseph Mwinkeu Tshiend, welcomed this initiative, emphasizing that it helps strengthen trust between the hierarchy and decentralized services, while injecting new momentum into the administrative operations of the educational province.
The provincial directors of the Lualaba 1 and Lualaba 2 educational provinces also took part in these proceedings and committed to conveying the guidelines received to their respective staff.
Following this stop in Lubumbashi, the Secretary General continued his trip to Kalemie, where he represented the Ministry of National Education and New Citizenship at events organized for African Food Day.
