January and February payroll effective in occupied areas despite bankers' difficulties ( DINACOPE)

Hilaire Ekobo, Director of Monitoring and Payroll at the National Directorate for Payroll Control and Management of Teachers and Administrative Staff in Schools (DINACOPE), met with the paying banks to assess the effectiveness of payroll disbursements to teachers living in areas occupied by the Rwandan army, particularly through digital solutions.
 “We would like to congratulate you on the work you are doing on the ground, despite the difficulties and constraints... “But at least you have managed to process payroll, and we have received feedback from provincial officials and our teachers there that their accounts have been credited; therefore, we, as a ministry, thank you for this act of bravery,” said Director Hilaire Ekobo before reporting on the difficulties teachers face in receiving their salaries in this complex situation. “We also reviewed the difficulties our teachers face on the ground in accessing their salaries; we brought these to the attention of the payroll operators, and they recommended the necessary steps. Therefore, I believe that in the future, teacher payroll in this occupied zone can continue to be processed using digital solutions or electronic methods.”
Taking the floor, the representative of Equity BCDC confirmed that teachers have been paid using the digital solutions made available to them. As for the RawBank representative, he, for his part, reassured everyone regarding the availability of ATMs for transactions and applications such as the Illico-cash app. Taking into account the difficulties expressed by teachers regarding the use of digital solutions, the bank representatives assured them that improvements were underway. It should be recalled that Raissa MALU, Minister of State for National Education and New Citizenship, expressed during a special press briefing on March 5 alongside her colleague for Communication and Media, Patrick Muyaya, the government’s commitment to ensuring the payment of teachers in areas under Rwandan occupation and in the AFC/23 zone.
