This principle stipulates that a strong and effective administrative system is essential for the implementation of educational reforms. Strengthening the administration aims to improve the institutional capacity of the ministry and its decentralized structures to ensure effective coordination, rigorous monitoring, and continuous evaluation of educational initiatives. This includes streamlining administrative processes, developing the capacities of administrative staff, and improving resource management mechanisms. A strengthened administration is key to ensuring that educational policies and programs are implemented efficiently and aligned with national strategic objectives. According to the national calendar, the 2025–2026 school year is scheduled to begin on September 1, 2025, and end on July 2, 2026. Primary and secondary school students will have 222 school days, while kindergarten students will have 192. It should be noted that primary education is free in all public schools in the DRC, in accordance with Article 43 of the 2006 Constitution, a measure implemented by the Government in 2019 to guarantee access to education for all children.
