Kinshasa - DINACOPE special audit: 310 million CDF recovered after payroll irregularities corrected

The Deputy Minister of National Education and New Citizenship, Jean-Pierre Kezamudru, revealed that following an on-site audit conducted by DINACOPE to address irregularities detected in the teachers’ payroll records in Kinshasa, 584 teachers were identified as eligible for a suspension of their salaries for various reasons. These suspensions result in significant savings, amounting to more than 310 million Congolese francs. Deputy Minister Jean-Pierre Kezamudru presented this situation in the education subsector in Kinshasa during the twenty-fourth meeting of the Council of Ministers, chaired by Head of State Félix Antoine Tshisekedi, on Friday, November 29, 2024, from Tanganyika. The ministerial authority indicated that this budget will be fully reallocated to pay unpaid teachers in Kinshasa schools. Deputy Minister Kezamudru emphasized the continuation of this initiative to ensure fair and equitable compensation for teachers.
 “By clarifying the situation of the affected staff, the goal is to improve the transparency and efficiency of the payroll system. Reviewing the files will also help identify cases of fraud, ensuring that only teachers who are actually on the job receive their salaries,” he assured.  
In addition to this measure, Jean-Pierre Kezamudru outlined other priority actions aimed at ensuring the smooth operation of DINACOPE. It is important to note that the deputy minister also provided the government with a detailed breakdown of unpaid staff across the various provinces, thereby underscoring the ministry’s commitment to ensuring fairness and transparency in the management of teachers’ salaries.
