Speaking before the entire education community, the Minister of State and Minister of National Education and New Citizenship (EDU-NC), Raïssa Malu, accompanied by Deputy Minister Jean-Pierre Kezamubru, launched the Annual Performance Review (RAP) on Monday, August 26, 2024, in the Via Nova Hall in Kinshasa-Gombe. This three-day conference is being held under the theme: “Improving the quality of education to stimulate socio-economic development.”
In her opening remarks, Minister of State Raïssa Malu noted that this theme, which underscores the importance of quality education as a fundamental driver of progress in the DRC, aligns with the vision of the President of the Republic and Head of State, Félix Antoine Tshisekedi Tshilombo. She explained that the 2024 RAP provides an opportunity for various stakeholders, representing 60 educational provinces across the country, to assess past performance, update the school map, and evaluate the implementation of reforms, while also finalizing plans for the 2024–2025 school year, which is scheduled to begin on September 2 in Tshikapa, in the province of Kasaï.
The head of the education sector also took the opportunity to reiterate the five guiding principles she advocates to steer actions over the coming years, in accordance with the directives of the sector’s Five-Year Plan, namely: dialogue with stakeholders, strengthening administration, investing in teacher training and professional development, promoting equity and inclusion, and the integration of information and communication technologies.
For Raïssa Malu, this conference should also serve as an opportunity to highlight the concept of New Citizenship, which has just been approved by the Government of the Republic.
“Our ministry has just been tasked with promoting active citizenship, based on the values of freedom, fraternity, solidarity, justice, peace, and work. The goal is to foster responsible citizens capable of actively contributing to our country’s development and participating in the building of a more just and harmonious society. The initiatives we are implementing, such as the integration of civic values into the school curriculum and the engagement of young people in community activities, aim to strengthen social cohesion and promote strong civic engagement,” she stated.
Speaking before the Minister of State, the Acting Secretary General of EDUC-NC, Matthieu Mukenge, presented the organizational framework that will serve as the foundation for this meeting. This will include, among other things, the presentation of resolutions from the 2024 annual workshop on inspectorate activities, the presentation of resolutions from the workshop on the evaluation of the roadmap for DINACOPE’s provincial directorates, the presentation of resolutions from the PROVEDS workshop, the presentation and adoption of subcommittee reports, the adoption of recommendations for the 2024–2025 school year, the presentation of performance evaluation reports, the presentation of the RAP’s vision, the presentation on the pillars of good governance in the EDU-NC subsector, the presentation of reforms supporting and consolidating free primary education, and the presentation of the PAO for the following year.
Given the abundance of material, the Acting Secretary General invited all experts to review it.
