National rationalization plan: the Ministry equips facilitators for effective implementation of the reform

National facilitators working to implement the national plan for streamlining administrative offices received training on Thursday, November 13, 2025, during an orientation and capacity-building workshop, to ensure the effective implementation of activities planned as part of this reform, supported by the PERSE project.

The event was chaired by Joseph Kamuanga, the representative of the Acting Secretary General of the Ministry of National Education and New Citizenship (EDU-NC) and Director of the Directorate of Education for All Administration (DAEPT). In his remarks, he emphasized that the success of this reform depends on its adoption by provincial and sub-provincial stakeholders.

“This ownership requires broad and inclusive outreach. I invite you to fully commit yourselves,” he stated.

To this end, the ministry will soon launch campaigns to publicize the plan in the educational provinces, accompanied by the mapping of entities, an assessment of the status of administrative offices to be opened or closed, as well as the identification of staff to be redeployed or retired.

“This is a national and inclusive endeavor that involves all educational stakeholders and partners in our subsector, to which we must add experts and resource persons,” emphasized the Deputy Director of the DAEPT, highlighting the central role of facilitators in the implementation of this reform.  

The workshop is part of the second guiding principle of the five-year plan: strengthening the administration. This principle aims to improve the coordination, monitoring, and evaluation of educational initiatives through an efficient administrative system.

The workshop was attended by ministry experts from central directorates and departments, representatives of the coordinating bodies for charter schools, union members, and civil society/NGO partners.
