New Teacher Recruitment System : Find out all about the roles of HRD and commissions in the process
A year ago, the Government of the DRC launched the New Recruitment System for teachers and principals of public elementary schools.
This new merit-based system reflects the commitment of the government and the Project for Equity and Strengthening of the Education System (PERSE) to establish a standardized, rigorous, open, and transparent recruitment process based on a competitive examination.
This new system establishes the steps to be followed from the call for applications through to recruitment. It is fully supervised at three levels: by the central administration, the educational province, and the provincial subdivision of National Education and New Citizenship.
In this article, the Communication Management Directorate of the Ministry of National Education and New Citizenship (DGC/EDU-NC) examines the role of the Human Resources Directorate, the Provincial Teaching Staff Recruitment Commissions (CPRPE), and the Sub-Provincial Teaching Staff Recruitment Committees (CSPRPE) in the recruitment process.
The HRD: Essential for Developing and Monitoring Recruitment Standards
The Human Resources Directorate (HRD) of the Ministry of EDU-NC plays a leading role in governing the recruitment process for teachers and school principals in public elementary schools.
Reporting directly to the General Secretariat of National Education, the HRD is responsible, in particular, for developing standards and tools for teacher recruitment; monitoring the implementation of these standards at the provincial and sub-provincial levels; building the capacity of stakeholders involved in the teacher recruitment process; and evaluating and revising recruitment standards.
The DRH works in collaboration with technical directorates and services such as the General Inspectorate, the National Teacher Training Service (Sernafor), the School Administration Directorate (DAS), DINACOPE, the coordinating bodies for charter schools, and the unions.
The CPRPE for Monitoring Recruitment Standards
At the level of the educational province (PROVED), the Provincial Commission for the Recruitment of Teaching Staff (CPRPE) has been established. Its mission includes authorizing all recruitment processes and validating the final report; validating recruitment reports; publishing the list of successful candidates, ranked in order of merit; ensuring the strict application of standards relating to the recruitment of teaching staff; as well as drafting the minutes of validation of results and the PROVED teaching staff recruitment report to be submitted to the General Secretariat and the provincial authority.
The CSPRPE for organizing the competitive examination and selecting candidates
Finally, the Sub-Provincial Commission for the Recruitment of Teaching Staff (CSPRPE) operates at the level of the provincial subdivision of National Education and New Citizenship. This commission begins by identifying the need for teachers in the subdivision, informs the PROVED, and organizes and administers the competitive examination with the PROVED’s permission.
Once the competitive examination has been held, the CSPRPE selects and ranks the candidates in order of merit based on the scores obtained. This commission is established by the sub-PROVED, which oversees it, along with the Chief Inspector of the Pool (INSPOOL), the sub-provincial coordinators of the contracted school systems involved in the recruitment, representatives of teachers’ unions, and parents of students.
This new recruitment system is essential to ensure a consistent level of teaching staff across all schools, regardless of the management system. It also prevents each system from recruiting in its own way, according to its own schedule, which would complicate the management of the electronic system overseeing the process and create challenges regarding the availability of government officials for supervision.
