Reappointed to the Suminwa II Government: Raïssa Malu reaffirms her commitment to Congolese schools and the promotion of civic values

Reappointed to the Suminwa II government, Ms. Raïssa Malu, Minister of State for National Education and New Citizenship, expressed her deep gratitude to President Félix Antoine Tshisekedi and Prime Minister Judith Suminwa Tuluka for their renewed confidence in her.
 “My deepest gratitude to His Excellency the President of the Republic, Félix-Antoine Tshisekedi Tshilombo, for the renewed trust, as well as to Her Excellency the Prime Minister, Judith Suminwa Tuluka, for the honor bestowed upon me to continue my mission in the service of our education system and the promotion of new citizenship, under their high authority,” she stated.
In a solemn message, Ms. Malu reaffirmed her determination to work “with rigor, loyalty, and determination” to bring to fruition the vision championed by the country’s highest authorities.
Together, we will continue to work toward the advancement of Congolese schools, the strengthening of civic values, and the improvement of our fellow citizens’ well-being,” she added.
Major Advances Under Her Leadership A minister since the Suminwa I government, Raïssa Malu embodies a commitment to continuity and reform in a sector critical to the nation’s future. Her reappointment reflects the confidence placed in her leadership at the Ministry of National Education. Under her leadership, the sector has achieved several notable advances: Digital modernization 100% digital registration for the State Exam, with over 4 million students registered and 12 million paper documents eliminated. Decentralized and digital grading in Haut-Katanga and Kasaï Oriental, reducing grading times by 30 to 40%. Blockchain-secured e-diplomas, traceable via QR codes. Use of artificial intelligence (S-Note Manager) to assist with grading, under human supervision. Digitization of the General Inspectorate and exam management, and launch of a national distance learning platform. School Infrastructure and Inclusion Inauguration in Nsele (Kinshasa) of new schools featuring 60 classrooms, 10 administrative offices, 80 restrooms (including those for people with disabilities), and 2 multipurpose rooms, as part of the 2024–2029 Five-Year Plan. More than 11,000 students benefited, including nearly 5,800 girls. Recruitment, Transparency, and Governance Organization of a national competitive exam for teacher recruitment and the promotion of elementary school principals on April 11, 2025, to strengthen excellence and transparency in public education. Cleanup of the payroll database in Kinshasa, generating savings of over 11 billion Congolese francs. Completion of over 400 schools through the PDL-145T program. Distribution of over 49,000 scholarships to girls in the province of Kasai. Launch of a merit-based accountability campaign in eight provinces. Civic education Adoption and promotion of the Citizen’s Oath in schools to foster civic values, responsibility, and ethics from an early age. Raïssa Malu thus continues her mission with a clear vision: to make Congolese education a lever for national transformation, relying on technology, equity, transparency, and civic engagement.
