State examination: Deputy Minister Théodore Kazadi opens workshop on modernizing and optimizing the data management process

The Deputy Minister of National Education and New Citizenship (EDU-NC), Théodore Kazadi, opened a workshop on the modernization and optimization of the data management process for the State Examination on Monday, February 23, 2026, at the Center for Studies on Social Action (Cepas) in the Gombe district of Kinshasa. This meeting, organized by the General Inspectorate of EDU-NC, will conclude on February 25. It brings together delegates from the country’s educational provinces.

 

This workshop aims to strengthen the capacities of provincial chief inspectors and their IT specialists to facilitate the standardization of the entry of in-school and out-of-session grades, the automation and importation of scores, as well as the management of the transcription of absence records to the national grading center.

 

Inspector General Hubert Kimbonza noted that these sessions are part of the ongoing reforms and continuous improvement of the education system, particularly in the strategic area of managing data related to the national certification exam.

 

“The State Exam is a defining moment in the educational journey of our learners—or rather, our students, our children. It represents both the culmination of a cycle of studies and the gateway to higher education or the professional world. As such, reliability, security, speed, and transparency in the management of this data are not optional but imperative requirements,” he stated.

 

Hubert Kimbonza also noted that the modernization of the data management process aims, in particular, to reduce the processing time for publishing results, minimize human error and the risk of manipulation, strengthen the traceability and security of information, improve coordination among the various bodies involved, and finally, implement effective decision-support tools.

Speaking to officially launch the workshop, Deputy Minister Théodore Kazadi emphasized that it is part of the implementation of the 2024–2029 Five-Year Plan, which places particular emphasis on the integration of information and communication technologies to further modernize our education system.

 

“The digitization and digitalization of operations related to the State Exam are now an essential lever for ensuring transparency, reliability, and speed in data processing,” he stated.

 

The Deputy Minister of National Education and New Citizenship noted that significant benefits were achieved last year, notably through the introduction of digital applications for grading, the publication of results, and the decentralization of the scanning center.

 

“These efforts demonstrate our ministry’s commitment to enhancing the efficiency of the organization of the State Exam and other certification assessments in our country. However, we must acknowledge that challenges remain, particularly regarding the entry and importation of academic scores, real-time data transmission, and the daily reporting of absence records. If these constraints are not addressed, they can lead to delays in the publication of results and thus undermine the efficiency of the process,” he noted.

 

Continuing his remarks, Théodore Kazdi paid a heartfelt tribute to President Félix Antoine Tshisekedi, whose enlightened vision has elevated education to the rank of a national priority. This vision, he added, is being concretely realized through the resolute commitment of the government of the Republic, thanks to the constant support of Prime Minister Judith Suminwa for educational reforms that contribute decisively to the implementation of these structural initiatives, which are essential for the future of the Congolese youth and nation.

 

At the end of this three-day workshop, the provincial chief inspectors will be called upon to become drivers of qualitative transformation in the assessment system.
