Stratégie de l'Education et Formation en Situation d'Urgence (SEFSU): the government and its partners fine-tune the educational response in a crisis context

Experts from the Government of the Democratic Republic of the Congo, in collaboration with technical and financial partners as well as civil society, have begun the final review of the zero draft of the Strategy for Education and Training in Emergency Situations (SEFSU). This initiative is coordinated by the Permanent Secretariat for Support and Coordination of the Education Sector (SPACE). Gathered in the SPACE meeting room this Thursday, participants worked under the chairmanship of Professor Valère Munsya, Permanent Secretary of the body. Consultant Erick Ngoga presented the draft’s content, including the operational action plan and budget, enriched with contributions from the residential workshop in Mbanza-Ngungu (May 8–14, 2025). The presentation covered several areas: context, operational planning, budget development, performance indicators, monitoring and evaluation, and dissemination strategy. The discussions helped consolidate the outcomes of previous consultations with a view to effective implementation. Professor Munsya emphasized that this meeting is of paramount importance in the process of developing the SEFSU, as education in emergency situations is now a national priority. It was decided to establish working committees as early as next week to finalize the remaining technical components: budget, indicators, dissemination, and monitoring and evaluation. The overall objective of this strategy is to provide the DRC with a robust mechanism for managing education before, during, and after a crisis. It is based on an inclusive approach involving civil society, international partners, and several sectoral ministries (Planning, Budget, Finance, Gender, Disability, etc.). Experts are called upon to accelerate the finalization of the draft, in line with the expectations of technical and financial partners.
