The order to lock down the administrative offices of the Ministry of National Education and New Citizenship (EDU-NC) has been lifted in all educational provinces by Boniface Mbaka Ngapembe, National Director and Head of the National Directorate for Payroll Control and Preparation, Teacher and Administrative Staff Management in Educational Institutions (DINACOPE). This is stated in a letter dated November 7, 2024, which he sent to all provincial directors of DINACOPE. “Following previous instructions regarding the lockdown of administrative offices, which resulted not only in the loss of salaries but also in the permanent retention of fictitious entries in the payroll database, I am writing to inform you of the lifting of this measure in order to clean up the payroll database,” wrote Boniface Mbaka. Consequently, he authorized the update process in all administrative offices through his representatives in the educational provinces. “With that, I instruct you to proceed with the update in both Contracted and Non-Contracted Administrative Offices in accordance with the structure of each institution. Management offices that are surplus to requirements are not to be included in the update,” Director Mbaka specified. It should be noted that the freeze was a measure that had prohibited the assignment of new staff. It also blocked personnel movements within management offices.
