It was in the conference room at Kin Plaza, Arjaan by Rotana, in the Kinshas-Lukunga educational province, that Minister of State and Minister of National Education and New Citizenship (EDU-NC) Raïssa Malu presented, on Tuesday, April 8, 2025, the activity report for her sub-sector, covering the period from June 2024 to February 2025. Titled "Review and Outlook," this document details the evolution of the Democratic Republic of the Congo’s education system since the Suminwa Government took office.
In her remarks, Minister of State Raïssa Malu noted that the report focuses on four main areas: “A Different Approach to Governance”; “More Adapted Schools”; “Improving Quality”; and “Educating Citizens, Not Just Students.” According to the head of EDU-NC, this document provides a comprehensive overview of the national education system, reviews the ministry’s main achievements, analyzes the challenges encountered during the period covered, and outlines the key strategic priorities for the 2025–2029 period, in line with the ministry’s Five-Year Plan. Raïssa Malu further emphasized that this report highlights the efforts made to strengthen the governance of the education system, improve access to and the quality of education, promote the values of New Citizenship, and accelerate the sector’s digital transformation. Particular emphasis is placed on the cleanup of the payroll database, which has generated savings of 11 billion Congolese francs in Kinshasa; the completion of more than 400 schools under the PDL -145T, the awarding of more than 49,000 scholarships to girls in the Kasaï provinces, the formalization of the Citizen’s Oath in schools, and the merit-based recruitment campaign launched in eight provinces. The report also highlights the administrative reforms undertaken to modernize general inspection and exam management through digital tools, as well as the strategic partnerships initiated, notably for the deployment of a national distance learning platform.
Addressing the current context, characterized by financial constraints and persistent security crises, the head of the education sub-sector stated that this document highlights the Government’s commitment to profoundly transforming the Congolese education system, illustrating the commitments fulfilled while clearly outlining the ongoing projects and the levers for improvement to be mobilized in the coming years.
Citizens, technical and financial partners, education professionals, researchers, journalists, and civil society organizations were also invited to review this report, which serves as a tool for monitoring, accountability, and decision-making, reflecting the Government’s commitment to moving forward with rigor, responsibility, and transparency toward quality education for all.
Well before the Minister of State, Acting Secretary General of EDU-NC Mathieu Mukenga emphasized in his remarks that this meeting is a commendable exercise and a duty of accountability. In his view, the results presented by the Minister of State are in line with the Government’s 2024–2028 Action Plan, the Ministry of EDU-NC’s 2024–2029 Five-Year Plan, and the 2016–2025 Sectoral Strategy for Education and Training—to which educational stakeholders and partners, driven by a commitment to results and accountability, are all dedicated to the recovery of the sub-sector.
To combine business with pleasure, poems recited by a group of students from Boboto Middle School and slam poetry by the artist Muntu highlighted the missions of Minister of State Raïssa Malu and the government’s commitment to improving the Congolese education system.
Today’s ceremony was also attended by the Minister of State in charge of Higher Education, the Minister of Scientific Research, the Minister of Youth, the Provincial Minister of Education for the City of Kinshasa, the Deputy Minister of Education and National Culture, the Inspector General of Education and National Culture, members of the diplomatic corps, technical and financial partners, ministry staff and executives, union representatives, and students.
